Industrial Emissions Directive – Large Combustion Plants, Transitional National Plan
A new version of the UK Transitional National Plan (TNP) was submitted to the Commission in March 2015. A consultation on draft regulations will be published shortly.

Industrial Emissions Directive BREFs
The suite of BREFs which were developed under the IPPC Directive are being reviewed by the Commission and the European IPPC Bureau (EIPPCB) as part of the implementation of the Industrial Emissions Directive. Below a short update on the BREFs on which there has been progress over the last year.

  • Common Waste Water and Waste Gas Treatment/Management systems in the Chemical Sector (CWW) - This BREF was discussed at the Article 13 Forum (consisting of Member States, Industry and NGO representatives) in September 2014.
  • Ferrous Metals Processing Industry (FMP) – The review on this BREF has not yet started, an update is expected in October 2015.
  • Food, Drink and Milk Industries (FDM) BREF – The review of this BREF was started in October 2014, the release of a draft in March 2016 is provisionally expected.
  • Intensive Rearing of Poultry and Pigs (IRPP) BREF – The final technical working group was held on this BREF in December 2014 and this will be brought to the Article 13 Forum on 19 October.
  • Large Combustion Plants (LCP) BREF – The final technical group took place in June 2015.
  • Large Volume Organic Chemicals (LVOC) BREF - The final technical group is expected to take place in early 2016.
  • Non-Ferrous Metals (NFM) BREF - This BREF was discussed at the Article 13 Forum in December 2014. An update is expected as with the rest of the work programme at the Article 13 forum in October 2015.
  • Slaughterhouses and Animal By-Products Industries (SA BREF) - An update on when this review will be started is expected at the Article 13 forum in October 2015.
  • Textiles Industry (TXT) BREF – The review of the Textiles BREF and in particular its scope is on the agenda for discussion at the October 2015 Article 13 Forum.
  • Waste Incineration (WI) BREF – The review of this BREF was started in 2015 and a first draft of the revised BREF is expected towards the end of 2016.
  • Waste Treatment (WT) BREF – An update on when a first draft of the BREF will be made available will be made at the Article 13 forum in October 2015.
  • Wood Based Panels (WBP) BREF – This BREF was adopted by the Article 75 Committee in July 2015.
  • Wood and Wood-products Preservation with Chemicals (WPC) BREF – This BREF has been combined with the Surface Treatment Using Organic Solvents (STS) BREF. The review on the STS BREF has started and the kick-off meeting is expected to take place in November 2015.

Energy Efficiency Directive
The regulations transposing Article 14 (5)-(9) of the Energy Efficiency Directive were made on 20 March 2015. The regulations are now available on legislation.gov.uk. The Environment Agency are finalising the guidance, setting out how the required costs-benefit analysis should be conducted, and is expected to be published shortly.

Medium Combustion Plant Directive
The Environment Council agreed a General Approach on 17th December 2014 (http://bit.ly/EnvSIG2015a) and negotiations are now progressing through the European Parliament. The Industry, Research and Energy (ITRE) Committee has published its opinion on the proposal and the lead Environment, Public Health and Food Safety (ENVI) Committee published their report on 4th February 2015. The ITRE and ENVI Committees voted on the documents on the 14th April and 6th May 2015.
