HSE (UK) releases online ‘wizard’ to assist applicants for Hazardous Substances Consent

HSE has released an online ‘wizard’ to guide applicants through the major-hazard information required in an application for Hazardous Substances Consent. Alternatively, there are 6 application forms for Hazardous Substances Consent covering different application types. The ‘wizard’ and the document options have been provided because The Planning (Hazardous Substances) Regulations 2015 no longer include any prescribed application forms.

Hazardous substances consent is a planning consent and is required for the presence above controlled quantities of certain hazardous substances. Consent is a key part of the controls for storage and use of hazardous substances which could present a major off-site risk. It is important that applications include all the relevant information because incomplete applications can delay decisions being made.

The ‘wizard’ and suggested application forms are based on application requirements specified in the law, and the Health and Safety Executive’s experience of assessing residual risk of a major hazard accident for the purpose of providing advice to Planning Authorities.
