The topic

In recent years there have been a number of significant fires and explosions involving storage of petroleum. The prevention of major incidents at bulk liquid storage facilities is of critical importance to both the facility and the public. Because of the scale of most storage terminals, addressing identified risks can often require significant expenditure and many years of construction. Risk management identifies all risks and prioritises the solutions to meet the risk reduction goals while optimising the use of resources. 

This presentation will:

  • provide an overview of the most common environmental and fire risks facing a typical Asian bulk liquid storage facility;
  • outline methods of evaluating these potential risks; and
  • provide examples of how to address these risks in a systematic and optimal approach. 

The speaker

Ed Fahnline is an environmental engineer with over 18 years' professional experience who works primarily on risk management issues including fuel storage tank compliance, health and safety, and environmental remediation. His experience includes fuel storage tank inspection, repair scoping, due diligence, spill prevention, and fuel/solvent release remediation projects. He has served international oil and gas, pharmaceutical, chemical, governmental, and manufacturing clients for a variety of facilities in 20 countries and works for GSM Consultancy in Malaysia. Mr Fahnline received his Masters of Environmental Engineering in 1994 from Pennsylvania State University, USA. He has been a USA registered Professional Engineer since 1999.
