Topic

The basic principles of level measurement have been known for years and yet in the oil and gas industry we often have a problem with instruments that do not work as intended. Many refineries have several services where the operators know that they cannot rely on the instruments. There have been many incidents where poor or faulty instruments or the lack of understanding of how they work has been a significant contributing cause, including BP Texas City and Buncefield. This presentation covers some of the reasons why level instruments misread, what the standards expect, common design errors and how these can lead to overfilling a vessel. Abnormal conditions such as at start-up and high turndown as well as normal operation are considered together with some of the human factor issues. Besides Texas City and Buncefield, several examples from the authors personal experience will be presented.

Speaker

Alan Munn of MMI Engineering is a Chemical Engineer, a Fellow of the Institution of Chemical Engineers, a Chartered Chemical Engineer, and a Chartered Environmentalist with over 30 years of experience in refining and Process Safety Consulting. Although he graduated in England, for many years Alan was based in South Africa at a refinery in Durban and was involved with Process Engineering, Process design, Projects, Operations, Environmental Management and Sustainable Development. Since leaving South Africa in about 2008 Alan has been based in the UK and has more recently joined MMI Engineering in KL.
