Paul Henderson, Department for Energy Security and Net Zero
As Deputy Director, Hydrogen Strategy, in the Major Decarbonisation Projects Group at the Department for Energy Security and Net Zero, Paul is responsible for developing government’s new strategic approach to hydrogen in the UK. Covering hydrogen strategy, demand, and the hydrogen production business model, his role is focused on identifying the best use cases for hydrogen, how this fits within the energy system, ensuring support for hydrogen production brings forward the strategically important projects we need to realise growth, jobs and support reindustrialisation across the UK’s industrial; heartlands. Paul has been responsible for a number of key milestones in the hydrogen programme since joining the team in January 2020.
Paul has been working in the area of sustainability and decarbonisation for over 25 years, across local, regional and national government, as well as the private sector. He began his career in local transport policy and strategy, before moving on to designing and leading EU projects that encouraged sustainable mobility. He has worked on a range of policy areas at DESNZ and its predecessor departments over the past 13 years including renewable heat, industrial decarbonisation, and the bioeconomy, as well as leading on policy and legislation for the Energy Bill Relief Scheme during the energy crisis in 2022.
